Every person, firm or corporation who shall occasionally, regularly, principally or
incidentally engage in buying, selling or collecting used or secondhand articles,
goods, wares, merchandise or old lead, old metals, rags, rubber and other odds and
ends of every nature and description, whether or not included in or similar to any
of the classes herein mentioned, is, within the meaning of this chapter, either a
"secondhand dealer" or a junk dealer or both, and as such is subject to the provisions
of this chapter.
